Notice of Acceptance of Applications for Potential Formation of Real Property Advisory Committee


California school districts considering the sale, lease, and/or other asset management options for potential District-owned real property must comply with a complex set of guidelines and procedures established by the Education Code. Currently, the District owns the following sites located in El Cajon:

  • Ballantyne/Park Parcel: o 2.57 acre lot located at the corner of Ballantyne St and E. Park Ave.

  • Johnson Parcel: o 3.2 acre lot located at 541 S. Johnson Ave, currently leased and used as car (Kia) dealership.

  • Jamacha/Chase Parcel: o 1.75 acre lot located at 1530 Jamacha Rd, currently leased and used as a strip mall (shopping village).


Typically, the first step in this process is the appointment of a real property advisory committee (RPAC) to advise the Board on the identification of such real property that may not be needed for school purposes as well as the potential options for the use/disposition of such property.  Pursuant to the requirements of the Education Code, this committee must consist of no fewer than seven (7) members and no more than eleven (11) members representative of the District’s community. The members must be include representatives of the following categories:

  1. The ethnic, age group, and socioeconomic composition of the district;

  2. The business community;

  3. Landowners or renters, with preference to be given to representatives of neighborhood associations;

  4. Teachers;

  5. Administrators;

  6. Parents of students;

  7. Persons with expertise in environmental impact, legal contracts, building codes, and land use planning


The RPAC, once formally approved by the Board will hold several meetings in the upcoming months, with at least two public hearings, and will review District demographics, facility needs, and current District property, in order to prepare/submit a report and recommendations to the Board. If you are interested in serving on the RPAC, please complete and submit the attached application by Monday, June 8, 2026 at 4:30pm.


Staff will evaluate all applications received and make a recommendation to the Board for potential RPAC formation and member selection at an upcoming meeting.
