Immigration Enforcement Policies - REVISED

Item 11F on Tuesday's agenda includes the required updates to CVUSD's Immigration Enforcement Policies.  Recent legislation and revisions to Education Code 234.7 require that every district in California adopt these policies by March 1, 2026.  Unfortunately, this means the Board will have to waive a first reading and adopt the policies on Tuesday.  So...this is your only chance to participate in the public discussion of these policies before adoption. 

Interestingly, while we are adopting an Administrative Regulation 1445, which is not required to be board-approved, we have not adopted nor is there a draft for a Board Policy 1445.  Board policies are the board-adopted foundations for every administrative regulation, which is created and enacted at the discretion of the Superintendent and Distract staff.  There are two topics found in EC 234.7 that should be included a Board Policy 1445 and are not found in the Administrative Regulation: section (c) includes language requiring that the governing board be notified when there is a request for information or access, and section (e)(2) mandates that we "educate pupils about the negative impact of bullying other pupils based on their actual or perceived immigration status or their religious beliefs and customs."  It is my intention to fully comply with the law, so if these clauses are required, then I hope to see them included in a policy.
